'Making' (Adoption) of Allithwaite and Cartmel Neighbourhood Development Plan

Following an independent examination and a successful referendum result, the Council’s Cabinet resolved on 30 April 2024 to ‘make’ (adopt) the Plan as part of the Development Plan for Westmorland and Furness. The Plan will now be used to guide land use and development proposals within Allithwaite and Cartmel until 2032.

Neighbourhood Plan Referendum

After receiving the Examiner’s report, we updated the submission documents with the Examiner’s recommended changes and the decision was taken to proceed to referendum.

A Neighbourhood Plan Referendum was held in Allithwaite and Cartmel Parish on 29 February 2024 to decide whether the local community were in favour of the Plan. From the votes recorded, 259 of the 314 votes (82%) received were in favour of the Plan. The turnout of electors was 20.63%. Confirmation of the outcome of the results is available here

Neighbourhood Plan Examination

Following the submission consultation (between 2 February and 16 March 2023), the Neighbourhood Plan was examined by Independent Examiner, Mr John R Mattocks, BSc DipTP MRTPI.

The Examiner’s report concludes that the draft plan (the Allithwaite and Cartmel Neighbourhood Development Plan) should proceed to referendum, subject to Amendments being made in line with the Examiner's recommended modifications. This is to ensure the Plan meets the basic conditions. The Examiner's report also concludes that the referendum should cover the neighbourhood area only.

Designation as a Neighbourhood Area

In October 2014, Lower Allithwaite Parish Council submitted an application to designate Lower Allithwaite Parish as a neighbourhood area. Following public consultation, the proposed area was formally approved by our Cabinet on 28 January 2015.

Since designation of the Neighbourhood Area, a steering group has prepared a Neighbourhood Plan for Allithwaite and Cartmel Parish. Earlier stages of the process can be viewed on the Allithwaite and Cartmel Neighbourhood Plan website.
